I have 'Sarah Scott' and 'Digital Wall' and 'Jonny Vaughn' aside from the Off Duty Taxi. The other taxi guy I have doesn't show up any more, nor does Vice President. Digital Wall (as opposed to Digital Noise) is an Aztek data hound I am pretty sure I got as a random encounter.
Sarah Scott Is a Corp persona fixer who connects you to faces. I think that she used to be a random chip encounter that did nothing, but since I had her before my oldest char can now hire faces without having to go to a VIP room. I think that this is a bug.
Jonny Vaughn is a Mars Corp job contractor who mostly hands out negotiation missions, and I know for certain he is a random encounter. I work with him a whole lot whenever I can; he has easy jobs for better than easy pay -- assuming negotiation is something you do at all well, and unlike some phone contacts he will give you as many jobs as your computer can hold.

You are also missing Whip Powell, and so was my list. Sorry about that. So if I'm missing Whip Powell, Sarah Scott, Digital Wall and Jonny Vaughn.... That means that possible available v-chip contacts are temporarily capped at 62 I'd like to get Vaughn as a connector for Mars since the other Mars connectors only give you one mission per call.

I've just random-encounter acquired a chip for a Yakuza Data Hound named Wolf. I don't remember him from prior incarnations.

There are more than 150 additional contacts in Backrooms. Just a question / thought /idea .... perhaps already done or intentionally not, but this is something I would like to see. Is it possible, if say... you hook up with a data hound in a back room, and sell them a certain volume of data (say, 50mp worth) then they will give you their v-chip in case you have more? Finding the right faction to sell to, after all, is game strategy.

for me this may downplay the transient nature of the backroom data fixer too much.
however -- viewed as a call for more v-chip enabled data fixers is very much a request i can look into!

If you do... you could be mean and jack the v-chip offering trigger to 105mp of data... making the requirements to be a new deck, so the player really is dedicated to buying a new deck for hacking as well as targeting a specific faction for data

I'm for getting a VIP contact's v-chip if you become their regular supplier/assassin/delivery boy/kidnapper I think if you work with them around 15 times you can already justify that the contact can trust you
