Here's a challenge: no buying of WF allowed. You have to pirate it from others or Harvest it from planets. I've tried something similar. Not deliberately with that goal in mind, but probably when I was doing the Independent Captain challenge/unlock. Looting W-F is hopeless, especially on higher difficulties... you can never get enough from enemy ships since they hide most of it. Harvesting might work, but in all my years of ST RPG I have zero experience with that. Let us know how it goes. I'm currently trying a run on Insane with a Torpedo-only captain. So far Level 45, Legendary Crimelord against Steel Song, 148 wins, 0 losses (and only 1 case of torpedo hull breach). Have yet to run into any Alien though. I have a feeling he will not fare well and I will need to surrender/escape shuttle...

From experience, Harvesting doesn't turn up useable quantities, either - but I only had 12 Explorer so perhaps that diminished my gains.

I've played high-level explorers before (only on low difficulties, though... currently in progress with an explorer on Hard, but focusing mainly on exploration rather than harvesting so far). Harvesting does not give you usable quantities of WF. Sometimes it does, but it's very much by chance, not something you can rely on. You certainly can't rely on flying from wild zone to wild zone harvesting WF and expect that you'll never run out. It's more like you'll usually run out, except during a lucky break when you discover a lot during a harvesting run.
I think for this challenge what you need is to play a balancing act between various different ways of acquiring WF (without buying at the exchange). Some combination of harvesting, looting, and just plain flying on an empty tank with frequent spice hall visits to keep the crew as non-mutinous as possible. And be prepared to deal with the mutinies that will happen regardless. Well, and stuff them with luxury rations if you don't take the additional challenge of no buying luxury rations from the exchange. Even looting luxury rations only gets you a few more turns, so mutiny management seems inevitable.
