johndrameyThe Council of the Clan Javat have arrived at a decision and/or response for each of your queries. 1) First and foremost, we wish to subsidize a Factory, then construct a Colony Ship to colonize Galantia. 2) We suggest a research path based on furthering the Colonies for now, starting with Planetary Construction 2, then the Politics tree, followed by Planetary Construction, then Colonization 1, followed by Mining 1 and Manufacturing 1. This path will allow us to begin setting the foundations for a powerful economic boom, granting TP, Treaties, increased Mineral production, and increased Factory output, as well as granting us more advanced designs for Colony ships. For now, that is all the Javat have to say, except a hearty welcome home to the Templar escorts. We will do our best to furnish you with the best metals and purest fuel, as is deserving of the Templar Knights.

Great House Thulun. I tentatively, and as an emergency measure before a vote of the Great Council of House Thulun can be called, object to Brutus Aurelius's first proposal: You currently have a factory in the making for several turns now; to waste Templar funds to subsidize another seems like a great waste. Also, with all due respect, I strongly object to Javat making any colony ships before the currently in-progress factory and another mine is set up, as these will help stabilize the financial system. Lixxx235 Minister of Foreign Affairs of the Great House of Thulun Edit: It seems this statement now has the support of the majority of the Great Council of Thulun. We encourage Steel Song Clan to make a statement of similar effect.

lixxx235, as we stated to our Steel Song brethren, we do not meddle in the affairs of the faction's own planets. If you want to build 25 spice halls on your home worlds, then so be it. We ask the same courtesy in return. We will certainly be building up our own colony ship as well as our factories and other key infrastructure. Our mine revenues go into the general Consensus coffers, but CP is tied to the planets it is generated on. Hence, Javat needs to build a factory.

slayernz: I'm sorry, but I disagree. When you construct something, you are taking something out of the common pool of money. When you colonize a planet, you are creating a drain for the rest of the Houses. Also, I'm certainly not saying not to build a factory; you have one in your building queue right now! I'm simply saying that currently, our coffers may not be able to sustain another new colony, especially one that will be so hard to get off the ground compared to one of ours. Steel Song, what's your opinion?

We have agreed that each house has dominion over how and what they build. That being said, I would like to see a few more mines from the Javat clan. They will soon have their first factory (8 turns) and this will greatly help the building off the second, then allowing them to strip mine to their heart's content. I say let them build, but perhaps wait to see how many turns the new mine will require once the first factory is pumping CP into the workforce- perhaps the subsidy would be unneeded.

Perhaps begin building factory, but don't subsidize it. You will need to subsidize hab units during the construction, and multiple things world be getting constructed while the factory is being competed.

I hope the delegates from Thulun will be able to see how crucial it is to secure our economy. Currently our treasury is dwindling. I see that you have grand plans for your expansions, but where will the money come from? Without a solid economic footing to build upon, history shows that any empire will crumble apart. Now, history may not be known as Steel Song's forte, but I'm sure you can recall the ancient stories of the early homo sapien civilizations on planet Dirt, and the valuable lessons one can learn from them.
Thus our stance is that Javat must be allowed to expand, even at a higher priority than Thulun, in order to build ever more bountiful mines. Thulun, with their high construction speed, can quickly catch up once our economy is up and roaring. I have no objection if they feel they need to set up a second colony as quickly as possible, but we need to hold off on any more until we obtain sufficient productive Javat colonies. The Javat delegates seem to be expressing earnest interest in the benefit of the whole empire, and we would like to honor their commitment to uphold the common good.
As for the Song, Steel Prima already at its population limits as you can see and will need to subsidize a hab unit before we start losing moral and wasting precious money. Once that is finished, we will immediately focus on building one or two colony ships so we can spread out this unexpected influx of refugees, as well as set up our military bases for Xeno incursions, which can happen at a moment's notice. Salveria is a decent outpost for our second colony, but I maintain that we will need to start exploring the anomalies with the Explorer and at the very least scout out a bit further to the east.
