I sent it out early to a few people. Waiting now to hear feedback on the XP and fuel tweaks.
I found it to be better balanced now, hopefully others will agree.

- Tied Blockade XP to Solar War - Tied Surviellance XP to Spy War In my current game, Cadars have Spy Battle with Steel Song and Solar War with Thulun. Should I get any experience from successful blockade or surveillance on Cadar Prime?

Weird though, as I did not get any even in 50+50 successful attempts. It seems that I do not understand the rules under the new mechanics. Again. Not that I would be dependent on XP gained from those activities, I was just curious and tried it out.

I did some new types of testing today, found some more possible issues.
Right now if you are blockading / spying successfully enough you will get an XP check for *each* conflict. That is to say, if the Cadar at at war with 4 clans, you get 4 XP checks for each full success blockade or spy.
That will be probably capped at one check.
Still a great way to earn XP -- chasing conflicts and rumors always is -- but needs additional balancing.

I am still thinking what should be the skill check against different skill that Tactics which is used for both activities. Nothing else makes sense to me. Even doing skill check to get XP from anything seems weird to me, as no skill seems to be tied with learning ability. Do not take me wrong, I am just trying to understand it and it's rationale. I am trying to follow all the changes even when they do not impact my current characters.

Skill check is vs. game difficulty, sector security, rumor, conflict, and other factors.
If the Skill Check is successful, an XP check is granted.
In game design, you want to reward the player for smart behavior. In the same way that Combat is a test of skill that yields an XP check for clever / skillful / correct play so are these tests.

In a similar way you are tested during combat against your combat skills. No, XP Checks are not made against any Skill, they are just a check to see how many XP points have been sent to the player. Spy/Blockade use Tactics but that is not the primary driver for the success value. Intimidation and Crew/Agile for Blockade, and Stealth and Crew/Speed for Spy.
