Resolved by majority vote of the Delegates of the Great Clan of Alta Mesa, that the following resolution is proposed by Alta Mesa for consideration by the Council of Great Clans to be adopted by the High Templar at the approval of a majority of the Great Clans (i.e. two of three, or Alta Mesa and one more):
The Great Clans of Moklumnue and Zenrin are requested to support this resolution for the common good.

Moklumnue would like to offer a variation on this proposal. On new colonies, the first couple of hab units should be subsidized if funds are available automatically.

It seems, brothers, that we are split in our proposals. The choice seems what do we do first. We are all agreed that we must pursue defences and a strong economy.
Clan Zenrin wishes to pursue Starship Construction 4. 3 techs totalling 450 Rp. Also enabling both the cruiser and the carrier, the backbone of our early fleet. Maintenance costs for each are about 40-50/turn.
Clan Moklumnue has proposed Space Colonization 1 and Mok1 totalling 600 RP and enabling starport 4 and orbital tradeways. We gain TP, CP, etc. We would gain a couple hundred credits a turn after building a couple of them.
Both need to be done. But which first?
Could we combine the two possibly? SCol1, SCon2, SCon3, Mok1, SCon4?
A long term plan that enables the stabilization of the colonies and unlocks new fleet options.
Clan Moklumnue is willing to compromise to this extent, however, it would also like to remind this council, that wd have plenty of time before the Xenos find us. We have yet to find them, and we know that they are out there, and we are looking for them. We beg you to consider again the options presented. No one opinion is 100% correct. Many random events could alter even the best laid plans. Therefore, it is wih this spirit that we request your immediate response. Decide wisely Great Council.

Templar CdrPlatypus. We of Zenrin have decided that pursuing research to Starship Constrution 4 would be an advisable long term goal for the moment. We have heard our fellow clansmen and their ideas also. Many are worried about the possible economic effects. Ships will not burden us until they are built. The economy should come first we agree. In that regard, Faction Politics 3 would be best to finish before going for SC2, 3,4. If the mighty Templar believe research of something else is more important, we will defer to their judgement and yours should suitable plans be presented.

Templar CdrPlatypus, just in case you haven't peeked in the clan threads, this is the proposed long term research goals we've been discussing, Space Conlonization 1, (which your doing now) build new starports Faction Polotics 3 to get Exchange 2, upgrade all Starship Construction 2,3 Mok1 for Orbital Tradeways then Starship Construction 4 More info can be found in the Zenrin thread.

It has come to the High Templar's attention that there are concerns regarding the use of the general fund for subsidized building projects. Rest assured Templar Command practices fiscal responsibility and will only subsidize the first factory on a colony, habits units and spice providing buildings as necessary. (Can't afford a morale hit yet. I find with 9+ colonies I can let one drag) I understand Zenrin feels it can go without subsidized housing (faction bonus) Their stalwart pride and dedication to the good of the Empire is admirable. Should a faction feel they have a different project worthy of subsidizing they may make their case here before the council.
New house rule. Non-military faction tech requires a unanimous vote to pass. Templar Command may mandate the research of any military tech including faction specific (aka blueprints) as deemed necessary for the protection of humanity.
I hope the above is satisfactory to the council.

My Lord Templar, CdrPlatypus, may I extend a heartfelt apology for not having posted our proposal earlier. With the political discussions going on it seems we all may have lost track of time. Alta Mesa supports the proposal set forth by the Zenrin Clan, as it seems the best course of action for all of us, while giving the Moklumnue an out in terms of an economic recovery. Our vote is cast.

The Zenrin Warrior Corps disagrees with the broad proposal that Mok 1 be researched so early. Our research is not yet efficient enough to warrant spending almost a whole year to get the Mok only tech ready. While we concede that it would benefit all, we believe that the RP would be better spent elsewhere. This does not reflect the ruling Zenrin as a whole, just the Zenrin Warrior Corps.

Research: Space Colonization 1 and 2 have been completed. This allows Starport 4 s to be built and ships to be designed and built with colony module 2s (start colony with starport 2)

Colonization Report: Clan Zenrin colonized the Achorth System rolling a 9 quality / 6 mineral
Construction Report: Prime colonies are nearing max upgrades for colony. Have converted some hab 1s to hab 2s so that a hab 1 can be replaced in favor of a mine 1 New colonies are on standard build paths...nothing exciting there.
Exploration Report: Our brave explores have discovered several new systems to the west. Cartography will be updated later. The explorer is now hauling ass back to base after discovering a Xeno colony and depleting its water-fuel stores. Thankfully the Xeno have not given chase; yet.
We are not alone. The unholy dreaded Xeno are infecting our new home sector. Either they followed us or they were always here. Either way we must choose how to address the threat they pose to the future of humanity. Unfortunately we still have limited build options. We must choose our next research carefully. The options are: Planetary Construction 5, Starship Construction 2, Space Colonization 3, Faction Politics 3, Planetary Defense 1, and rank 1 of each faction tech.
At the moment the only military ship we have the plans to build is the lvl 1 strike fighter and the only defensive structures we have are palaces, which provide a measly 7pts of defense.
The High Templar suggests first researching planetary defense 1, then pursuing more starship construction options and weak as though they may be, building a few basic strike fighters just in case may be a good idea. I await your input. Hurry there is no time to waste!

It appears all our negotiations may have to be overridden. Clan Zenrin, Alta Mesa, I will discuss with my clan what our course should be. However, I believe that they will agree with me that a fighter is a sound investment. I don't believe that this is a huge cause for alarm, but we should start preparing.
Should we recind our first consensus in favor of starship construction? A few crusiers would not be unwelcome. As you can see, our economy has prospered and will only grow further. Should we hold off on Mok1 until we have a few more ships, or should we continue as planned?
Templar, in behalf of Clan Moklumnue, you have our blessing to build two fighters. They would have been needed eventually anyway. Also, could we confirm with you that starports are being constructed as well as exchanges on our colony worlds please?

sheff exchanges have not been built on your two expansion colonies. Neither have star ports yet. Will pursue star port 4 on them next
