I love to know percentages and points for bonuses and other stuff too, but it's really starting to feel as if this is all about stats instead of about the game. I understand wanting to know just how much of an advantage can be gained, but realize also that this constant badgering to produce more and more specifics will also take away from Cory's time for working on the game itself.
I do see it as badgering at this point, because no matter how much Cory provides, he keeps being poked and prodded for more. At some point we need to let the man work on the game, because he'd have to document pretty much the entire game code to answer everything you want to know. I can tell he'll never come out and say so, but from my point of view, I would get frustrated if people seemingly never were satisfied with my answers, no matter how much I told them. I'm sorry if what I'm saying seems harsh, but speaking as someone who has run many online communities himself, there comes a time where I believe people should let things be, and accept that they cannot expect to have every single answer every single time.
Just my two cents, as I felt this really needed to be said.
I'm tired of customizing sigs every time I flash a ROM. This time it's plain old Torp City!

I think "delivery" contracts are for packages, "passage" contracts are for passengers. So the bonuses apply to different contract types. And if it still says smuggler, it should read scout.

Ahh that makes sense. So BH increases pay for capture contracts, templar for assassinate contracts, spy for surveillence contracts, MO for blockade contracts, pilot for passanger contracts, and smuggler for delivery contracts. Now all we need is for the political officer to provide a contract bonus for messages and they'll be an officer for every contract type!
But what is the "double records bonus" thats unlocked for the scout with Quick Contracts II award? Double rep for selling? That would be more spy officer.

Scout is for messages.
I think the records bonus refers to explore/harvest, where records increase the amount of stuff you find if successful, and increase the probability of success.

No smuggler/scout is for delivery. The scout does that even without the Quick Contracts II award unlocked. Although you still may be right about that.

Yeah, the rumors still come up because there are effects other than the Recruit button showing up.

i just got a tradesman! unfortunately i didn't realize he was such a new addition so i didn't note the detailed circumstances. i was rushing through some deep space planets near the center of the elite map. i think there may have been the merchant activities rumor? it says: "The Tradesman is well versed in the laws of the Star Traders and an expert in the Exchange." i am checking out prices in the Exchange and checking to see if any new contract types show up. haven't uncovered anything yet but i'll keep researching.
without knowing his bonuses i am tempted to trade him in for a Pilot. i finally got a spice rumor, which took a very long time to get. this leads to another question: since i wasn't getting any 'spice is overflowing' rumors and i badly wanted a pilot, i started buying and selling lots of spice at a loss and buying my crew hits of spice even though they were already happy. now i have two spice rumors. is it reasonable to assume they are the direct result of my activities? if so, which activity has the most influence: trading spice or buying hits in the spice hall?

I don't thing your actions can make a "spice is booming" rumor. Although prehaps it could make shortage/suplus rumors.
