Anybody able to obtain this achievement? I went to at least -12 reputation with evedy faction and was not granted the award. Maybe it was too early in the game?

Yes, I was able to do it. Did you go to The Palace / Hall of Records to record you achievement?

Yes, several palaces including independent ones and it was not awarded to me. Did you claim it late game?

You have to have the required negative rep with all six factions at the same time and visit the hall of records while that is still in effect.
If even one faction doesn't meet the requirement when you visit the hall you can't claim the award.

I did that. All at the same time, i met all the requirements. Ill do it again and post a screenshot.

The time should not be important. BTW: Are you talking about the Award or Unlock for the W-F Recycling Plant? Awards and Unlocks are commonly mistaken. To get the Unlock you have to get the Award on difficulty Hard or higher.

Weird ... it's definitely possible and I just recently did it (within the last few weeks). Are you on IOS or Android? A screenshot may or may not help, but it'd be good to check the rep scores for clarity.

Freak accidents are rare in software -- there is almost always a logical explanation. Sometimes the logic is surprising, but it is usually the way it works.
I will go back and look at the code one more time and see if I can find an issue. Bugs hid inside of Thousand Suns for over a year, so it is possible my testing just dodged the problem.
If it was buggy, I would expect more e-mails but perhaps there is a particular case that doesn't Award. Checking!

Okay thanks because im sure i did everything right, hard difficulty and at least -12 in every faction then claimed it (tried to) at palaces.

Hey George, that's very very screwy. One last screenshot request - go into the hall of records, select "all awards", and screenshot whether the blackheart award has been marked as achieved or not.
Another option you have (and with your current skills and level it's VERY high risk), you could go for the independent captain award. -127 RP with each faction (I think it's that number). If you get that, you'll HAVE to get the black heart award.
Third option - try getting back to positives with one or two factions, then going back down to negatives. Also, try going a little further than -12 ... maybe the formula is a little buggy and instead of detecting -11, it's actually -12.
Final option - try creating a new captain and see if the problem persists.
