Research on Colony ships needs to be first priority, at present we are to vulnerable to enemy action should the xeno appear. After we've regained the technology to build colony ships then we need to turn to the research of culture and industry so that we can build spice dens and trade exchanges. They will enhance our economic growth, aid in our political efforts and help keep the masses calm and focused on productivity. Maintaining enough living space to house our growing population is vital, best we build extra hab units before we find people living on the streets and in alleys. Once we have sufficient housing (say 2 more than currently needed by population) then let us turn to factories so we can ensure the productivity of all our citizens. Only after housing and factories should we consider adding more mine units. Again I call for the immediate research of colony ships and once we have the tech pushing a couple to the head of our production que. With new colony ships we then claim Tennath and Leiwen. They both appear to have good quality allowing for our population and production to grow. Their location means we can readily produce fighters and other craft for the defense of humanity and have them in position to support any spot along the front lines. I propose we offer Javat, Galantia and Chalicstine for their support of this proposal on expansion. Gives them potentially better mineral resources for their mining operations and keeps them in a more central location where they are easier to protect. That will leave Salveria and Ogvidissio for the Steel Song and their Mercenaries to build their fortifications on. I urge you to consider recalling the Templar ships for refueling at this time. We are far from ready to face the Xeno so no reason to alert them to our presence at this juncture. Having the fleet close will reduce maintenance costs and improve combat readiness by ensuring they have the Water-Fuel needed for any engagement. Let the exploration ship refuel and research those anomalies and then it can begin to cautiously explore deeper into the quadrant. We can currently make a hab 1 in 2 turns with subsidy, we won't miss 100 credits, and I want new colonies and factories ASAP. I concur on all else. Move to adopt my modified version.

With amendment to only build Habs to one above current population requirements I'll go ahead and post the above to main council thread in about an hour and a half unless there are any objections or further amendments indicated. We've got a majority of the Thulun council of nobility at this stage.

I would rather have the extra point for the habs, so we have a better chance of building the factory uninhibited. We will still end up in the same place, but I don't like interrupting things if I don't have to...

Let me know what group consensus is regarding how far past current population to build habs. Also will put an amendment to build factories to at least 1 past current labor pool as well unless there are objections.
With research and as more technology is unlocked the posabilities for building will increase, I prefer we get ahead of the curve regarding both housing and factories so when things like Spice Dens and Trade Halls become available they can go straight into the production que and not be interrupted by needing to produce extra habs or factories.

You have misspelled "queue", dear Marquis. I wouldn't worry overmuch, as the SSs and Javats can barely comprehend our more elegant dialect when spoken, let alone written. I see no great errors with our proposal, so we shall just have to wait and see if they agree. We should get Javat, at least. A pair of mineral-rich worlds far behind the front lines? If we didn't already have them eating out of the palms of our hands (and thoroughly sanitizing afterwards), that would get them.

We may want to further propose that once they have refueled one of the Templar ships be released to do a quick survey of the quadrant border to our North, West and the Northwestern corner to ensure we've not overlooked any possible planets or anomalies.
