Improve your athletics and brawling to 3 by adding points directly to your stats, even if your strength is also so low that so you have to pay double XP to do so. Don't go to work on your Body and Str, thinking to save points. This is a very nice idea, especially if you have a severe problem in both brawling and athletics, but in practice it doesn't work out very well. Is that still possible? I tried to use this allocation-priority system on a runner and it didn't seem to let me do it that way - but I think I was trying to increase AP, not athletics. Do the rules work differently for stats, or runners, or both?

Yes, it still works. But works differently for stats.
IE -- body --> strength -> brawling and athletics --> dexterity ->firearms and stealth
Raising strength and dexterity is dependent on body, so if you try to do this you will eventually be told that you need to raise Body first. There is nothing else to do but do that.
But raising your brawling, athletics, firearms and stealth skills are always possible (until you hit the human max). If your brawling is less than your strength then the cost to raise your brawling to X is X XP. If it is greater than your strength, but not 2x your strength then the cost to raise your brawling to X is 2X XP. And if your brawling is greater than 2 times your strength then the cost to raise to X is 3x XP.
Which means, in general, you want to raise your Strength first, to make raising your brawling and athletics cheaper. Why pay 2X or 3X the XP when if you had just raised your stats in the other order you would get them for X? But the exception to this is in the very early start, when you may really need your brawling to be 3 now, and to heck with the fact that it cost me 6 XP. With a brawling of 3 and cyan gloves you are in business. With the same gloves and a brawling of 2, you are a corpse.

If I intend on raising dex to say 8 should I raise body to 8 then start pumping dex or should I raise them together evenly?

Always raise dex as high as you can and only start raising Body when you are required to in order to raise Dex. The big question for somebody who wants to raise Dex is not 'shall I raise body' but 'shall I raise Str as well'? Raising just one of Str/Dex or Int/Per will make its raising go faster, at the expense of making it harder to raise the missing stat in the future. Raising Mind or Body always costs 3 times what you currently have. So if your Mind is 3, raising it to 4 costs 9XP. Nothing you do with Str, Dex, Per or Int has any effect on this, while .... raising Str, Dex, Int and Per costs 2 times (the sum of the other 2).
