The official summary of the proposal is as follows: "A procedure providing for standard guidelines regarding circumstances that the High Templar should adopt proposals that provide for flexibility and no bureaucracy on uncontroversial proposals, while ensuring consensus on potentially controversial proposals, while further providing the High Templar discretion to overrule the procedure when necessary."
This proposal is highly variable, and suggestions are definitely welcome. This will probably be amended several times in the future.

Requests that upon adoption, the High Templar creates a post on this forum with the contents of the authoritative procedure, to be referenced on-forum.

While I am hardly legally trained, the Lixxx Procedures seem fairly sound to me. I approve wholeheartedly.

With regards to our fleet directives, I recommend a defensive stance at first, as our economy could do with some time to prepare for a full invasion fleet. I also feel that we should build up a fairly substantial force before committing to invading, so we avoid the situation of barely making headway against the xeno repopulation.

I propose the commissioning of two classes of cruisers, the CL and the CA.

The CL will be a torp cruiser with the focus on a cheap firepower platform.

The CA is a heavily armoured, high durability railgun cruiser to soak up the hits from the enemy.



Edit: We could of course use the Mesa Hawke hull for our torps instead, especially as the reduced CP cost will favour our faction bonus.

The High Templar enters the room suddenly I have come to visit the Great Clan Alta Mesa in person because of the special role you play in our empires military. It is quite likely that you will be called upon to sacrifice your colonies production to the war effort rather than their own improvement. bookworm21 Yes 1 lvl 1 starforge has been built or is in the progress of being built on each Alta Mesa Colony. As you can see we are already beginning the preparations for the war effort by retooling factories and starforges for military production.

We knew our duties from the beginning, Commander. The people may groan and complain, but our nation stands ready to drive back the Xeno menace.

Seconded the proposal for the single purpose Cruiser Class designs.

Proposing that we also finish out the Fighters Research line, so that we may design top of the line fighters to best protect the colonies.

Also proposing that Assault Class vessels be commissioned to work alongside the Strike Vessels.

Also Proposing that Refuel and Repair carriers be designed and built to fortify our defenses.

Proposing: Honored delegates, the time has come to go to war. As you all know, we have discovered the Xeno filth on two separate fronts, and this means we will soon be sending our men and women off into the void. Perhaps we can begin separating primary duties between ourselves. War, Technology, Nation Building, and Politicking are all vital components of our job here, so perhaps we could be more useful if each one of us picked one or two components of our empire to focus our efforts upon.

If ratified, I would be happy to serve on the War council, and handle inter-faction Politicking, as I feel that these are my strongest assets.

On a serious note, I'm super busy with Wikipedia right now, so I might not be around too much. Until I indicate otherwise, on any vote that I do not vote either support or oppose, don't count me as part of the majority count; that is, treat the membership of Alta Mesa at 3, so that 2 votes for any proposal is a majority.

Having arrived to the Rinze years after the Prime Hive ships, I am deeply honored to be appointed to this council. In part, my role will be to represent the views of other late arriving star traders, many of whom suffered greatly along that way.

And now we find that we have come at a time of crisis, in the shadow of xeno aggression. Though our journey was long, we are prepared to re-double our efforts and eradicATE THIS MENACE!!!
