We will quickly recoup our late start with our superior manufacturing capabilities, and it gives us a favor to call in with the two barnacles - erm I meant parties. - For research, very important snrfl - apologies, I haven't quite shaken off the cold acquired during the freeze - we must prioritize planetary research. What good is it to benefit other worlds with our glorious presence if it is to bring savagery? Thus a beeline to planetary construction 4, I'm willing to concede a Ship Construction 1 if Templar scouting reveals a suitable world nearby. - Lastly, to stave off criticism from the pennypinchers that we might be costing too much, let's surprise them and start by building a mine. If our colonists breed like rabbits our superior manufacturing capabilities will erect a habitation unit in no time.
There is a system giving off readings from the fog surrounding us. Radiation echoes made from the imprint of our jump reveal that it will be slightly to the east, but a good measure north. I ave taken it upon myself to run several simulations based on the initial scan, and I must inform the council of the importance held by this one system.
We will be forced to play the role of our primary military power, as neither Mokk or Javat systems can boast of production like we can. This system I speak of I'd in a prime location, nestled next to some lifeless blips, likely a bunch of asteroids that we can use as a funnel for our defenses. It will take 3, possibly 4 turns to reach the system, but the defense gained will be well worth it, and our advanced production methods mean that we will still come out on top.
As to build production, we should create a template for the Commander to follow. This template will likely be used for each and every new system we colonize, so we should deliberate on the order of the upgrades contained therein.
My proposal: (For our Prime) 1. Mine 2. Mine 3. Hab Unit 4. Mine/Hab Unit-- depends on population influx. 5. Alternate Mine/Hab Unit until Factory Tech is unlocked... 6. Factory 7. Hab Unit/Mine until the next upgrade is unlocked.
We have the unique opportunity to be able to complete these upgrades at a rate which will completely out pace our companion factions, giving us a far easier time adapting to population influxes. It will also take Javat some time before they can make the Alliance as many credits as we can, so until their Mine complexes are constructed, the majority of income will be from 1. Our Mines 2. Mokk System TP Advantage
So we MUST build enough mines early on to support our burgeoning Empire.
Planetary Construction 1 first, followed immediately by a second Colony Ship being constructed. We cannot tarry in the colonization of this sector. The Xeno will be on us before we know it, and if they were to colonize one of the system's we so desperately need, we will be hard pressed to eradicate the infestation in a timely manner...

Councillor En1gma, would you be referring to Galarian Gate, providing 26 quality and 23 minerals? Agreed to set our sights on this world. Since there seem to be interesting worlds in the immediate vicinity, also agreed to research Ship Construction immediately after Planetary Construction 1.
I do have objections with the proposed template, and would suggest a factory between items 2 and 3.

Perhaps the honorable krakun has yet to shake the cobwebs induced by his recent thaw. In the future, we should allow all members to confirm our vote before posting hastily in the Commander's chambers. I am not fully pleased with the proposal as it stands, as it makes far more sense in this particular quadrant that we make Colony Expansion our priority first, while getting the Factory Tech second.
From my many simulations thus far, victory is most easily obtained by measured but vigorous expansion in the early phases.
I appreciate your zeal and urgency in making your report to the Council, but we must focus on what is best for the entirety of our Alliance, and not our slower brothers in arms-- keep in mind that our colonies essentially begin with a factory equipped. We must capitalise on this as much as possible.
Apologies for the overzealous report to High Command, venerable councillor En1gma, please do not hesitate to amend with "clarifications" directed to the High Bungler erm Templar. I have recently used my few remaining personal credits snirflto extend my laboratory with the same features present in your simulations. Until I have acquired more results I will defer to your superior judgement. With your extensive experience, how do you recommend we defuse the potential conflict between our superior expansion capabilities and the need to maintain balance with the oysters erm I meant others?
We can assuage any potential ill will by deferring to the other factions concerning research. Our role for now is to simply build up our Prime, get it to a respectable point, then sit back and push research as much as possible. We will be more than capable of surpassing any early upgrade construction, so however Javat and Mokklumune feel we should initially progress, it is in our best interests to allow them to do so for the time being.

My vote for research is still Ship Con 1, so we can get a headstart on expansion. We have no need of factories at the moment, so perhaps we defer to the others?
